Likely from Russian Киев (Kijev), possibly from declensions of Ukrainian Київ (Kyjiv), many of which start with Києв- (Kyjev-).

Usage notes
Various Esperanto speakers from Ukraine prefer the form Kijivo, which can be found in some dictionaries[1][2] and publications.[3] However, as yet the form Kievo remains most widely used by a large margin.
